City Inhabitants

Description:
The citizens of the City should not be considered a threat as such to one of our Order. They are, however, an obstacle which must be considered carefully. The City is quite large, and its inhabitants are everywhere throughout it - in homes, estates, inns, the very streets themselves.
There are two kinds of inhabitants in the City - those of the commoner class and those of the nobility. The commoners are the far more numerous of the two, encompassing not only the merchants but also the middle working class and servants. The average commoner is content to live as they will - concentrating on the everyday details of life which we have forsaken in many ways. They go about shopping and working, worrying and laughing. Such is as it should be, for it is our role in this world to protect them from the darker cares of life - the ones most people don't know about or care not to think of.
The less common of the two - the nobility - can usually be found in estates, mansions, and the higher class areas of the City. Museums, opera houses, theatres - these establishments are often the pasttime of nobles and are embellished as such. Many of the city's wealthy can be found in either the Downtowne or Auldale districts, but, like commoners, the nobility can found throughout the City. Despite the fact that most nobles look down upon the lower classes, a noble acts much like any other commoner or servant upon detecting a threat - they will immediately flee and seek to alert a guard or Watch officer.
Of course, neither nobles nor commoners are usually armed - they prefer to let others take the risks in life. Therefore they do not pose a direct physical threat to an intruder. They are quite capable, however, of finding and alerting someone who is. Care should be taken, then, and stealth applied when around the populace of the city.
Weaknesses:
The City's inhabitants are susceptible to the same weapons and tactics as any other human. However, since most are merely innocent bystanders in the games of chance we play, it would seldom be necessary to kill such a target. Remember - as Keepers we are here to protect the City and its dwellers, not slaughter them in their ignorance. A simple knock to the back of the head with a blackjack should be sufficient in most cases.
Threat Assessment:
The citizens of the City can be found in all its varied locations but should pose only a minor obstacle to an alert Keeper. Such individuals are unlikely to harm an intruder, preferring to let guards or watch officers take the risks. On the other hand, however, inhabitants are difficult to avoid due to their sheer number. For this reason, they are considered a medium threat.
